Planning Commission approves two requests

The Berthoud Planning Commission held a meeting the evening of Thursday, June 13, 2019, and considered two agenda items.
The first was a pair of requests for Final Plat (FP) approval by the applicant, Heron Lakes Investments LLC, with Jim Birdsall of TB Group acting as agent for the development.
According to the staff report for the item the applicant is requesting Preliminary Plat (PP) and FP approval for the tenth filing as well as PP and FP approval for the eleventh filing. The tenth filing consists of the creation of 29 single family patio home lots over 114.9 acres, and the eleventh filing consists of 28 townhome lots and 31 single family homes on 50.47 aces.
Both tracts are well within the Heron Lakes development and are located on opposite sides of Heron Lakes Parkway’
There were few questions, of staff or the applicant, from the commissioners, and discussion by the commissioners was brief.
A motion was made to recommend the town board approve the Heron Lakes tenth and eleventh filing FPs was made, seconded and passed unanimously.
The commissioners also took action on a request for rezone from PUD by the applicant Jim Righheimer, representing Berthoud 160 LLC, along with TB Group, agent. According to the staff report for the item, Berthoud 160 is a 120.4-acre development located east of, and adjacent to, Berthoud Parkway and south of Rose Farm Acres and Hillsdale Park.
The applicant requested a change of zoning from PUD to R-1 (single family zoning) for 74.53 acres and from PUD to R-2 (limited multi-family zoning) for 45.87 acres.
This was a straightforward request for rezoning, but since the applicant had submitted a concept plan some of the commissioners, and town staff, took the opportunity to raise questions and recommend changes to the plan submitted.
In all, town staff proposed five items that began with the words “strongly recommend” or “strongly consider.” Staff also brought the highway 287 and Larimer County Road 4E intersection safety and heavy traffic on Berthoud Parkway into the discussion.
A motion to recommend the town board approve the following zoning changes as requested by Berthoud 160: from PUD to R-1 (single family zoning) for 74.53 acres and from PUD to R-2 (limited multi-family zoning) for 45.87 acres was made, seconded and passed unanimously.
